Human Resources Generalist

The Human Resources 2-person team works closely together and communicates about the planning and action details for any given procedures, policies, and concerns. A complimentary balance of skills and interests provides service to eight departments and 125 permanent employees.

Position Details

The Human Resources Generalist will have broad knowledge of human resources functions. Recruitment is the primary responsibility of the Generalist including job analysis/classification, benchmarking, recruitment, advertising, placement, on boarding, and employee satisfaction checks. Working under the direction of the Human Resources Manager, the Human Resources Generalist is responsible for developing, administrating and coordinating day-to-day human resources operations. This position will develop and monitor the metrics for CRITFC’s benefit programs, performance reviews, promotion, salary adjustments, and inter-departmental alignment. Additionally, this position is primarily responsible for the ADP portal, entering and analyzing data, managing upgrades, and troubleshooting the user interface. The Generalist will have the opportunity to administer positive and effective proactive programs, training, and initiatives to provide services and leadership to CRITFC managers, supervisors, employees and partners.

Essential Job Functions

General HR Functions
• Monitor ADP recruitment, benefits, and performance review modules for accuracy and provide system updates.
• Maintain and keep current HR department files and databases.
• Ensure compliant record keeping including official personnel files, I-9 Employment Verification forms, worker’s compensation, and benefit enrollment, physical and electronic.
• Coordinate and collaborate with all levels of staff in a professional and courteous manner.
• Provide team support to manager and the organization.
• Serve as the Acting Human Resources Manager when delegated.
• Other duties as assigned by the Human Resources Manager and Executive Director.

Recruitment, Hiring, and Reclassification:
• Collaborates with managers in developing job analysis, position descriptions, benchmarking, and integration of position in the organizational framework.
• Assist managers and supervisors with classification using the Federal Wage Classification and Job Grading System for new positions, salary adjustments, and job reclassification.
• Provide CRITFC department managers and project supervisors with position and applicant evaluation tools, effective recruitment methods, candidate review, interview and testing protocols, selection, and contacting applicants.
• Prepare and administer the new employee orientation process.
• Assist employees in benefits enrollment, monitor and update ADP employee information and profiles.

Performance Management and HR Policies and Procedures Support:
• Consult with HR Manager concerning employee/employer relations ensuring CRITFC policies and procedures are being followed and recorded consistently.
• Review personnel policy manual and human resources department procedure manual for the HR manager.
• Launch organization wide annual performance reviews in ADP.
• Evaluate performance reviews for training and employee assistance opportunities.
• Collect and publish data.
• Retrieve and update performance evaluation files and records.

• Direct/coordinate and manage the daily activities of the employee benefits programs (medical, dental, vision, health FSA, group life and disability insurance, 401 (k) retirement, and workers compensation) for new employees and existing employees.
• Assist in the annual request for proposal, open-enrollment, design, planning, and implementation of the benefits plans.
• Provide day-to-day support and customer service to managers, supervisors, and employees relating to benefit programs; interpretation and administer plan documents and plan summary information.

Job Requirements/Qualifications

The Columbia River Inter-Tribal Fish Commission (CRITFC) requires all new employees be fully vaccinated for COVID-19 prior to the first day of employment, and as a condition of that employment.

Job Requirements:
• Exceptional customer service skills and ability to work independently
• Must possess excellent verbal and written communications skills
• Must demonstrate trustworthiness, confidentiality, initiative, and flexibility
• Strong interpersonal, organizational, analytical, decision-making, and problem-solving skills required
• Prior experience working with data bases and HR/Payroll software including ADP, HRIS, Excel, etc.
• Knowledge and demonstrated work experience of federal employment laws and regulations.
• Knowledge and experience of tribal employment law.
• Ability to make decisions and render judgment in a timely manner.
• Excellent computer skills, including MS Word and Excel in a Microsoft Windows environment; database software skills.

Education and Experience:
• Three to five years related experience and/or training; or equivalent combination of education and experience; or Bachelor’s degree from a four-year college or university combined with at least three years of applicable experience.
• Professional in Human Resources (PHR) or SHRM-Certified Professional (SHRM-CP) or THRP-Certified Professional required or ability to update previous credentials.
• Three (3) years of progressively responsible human resources management experience required.
• Knowledge and experience with HR metrics and analytics preferred.


This position works under the direct supervision of the HR Manager within the Human Resource Department.

This position has no supervisory responsibilities.

Working Conditions

Prolonged periods of sitting at a desk and work on a computer. Must be able to lift 15 pounds, moving files and equipment. Must be able to regularly access and navigate the organizational and tribal facilities in Oregon, Washington, and Idaho. Travel may include driving long distances and some overnight stays.

CRITFC Motor Vehicle Policy

The driver operating a CRITFC vehicle or their own private vehicle for business related purposes shall be in possession of a valid, unrestricted current driver’s license, or other operator’s license, as required by law; and be eligible for coverage under CRITFC’s Motor Vehicle insurance policy. Upon request, CRITFC’s Motor Vehicle policy is available to applicants to review the required criteria.
